Dear Lady Piggott,

I have no objection to the addition to the conditions under which it has been suggested that the Government should take over the supply to the Community of Nursing Sisters for private nursing, one to the effect of that embodied in your letter of August 31st. I propose that it should be worded as follows:-

"(VIII), in the event of the Government for any reason discontinuing to supply the community with Nursing Sisters and the Hongkong Nursing Institution being re-established for that purpose, the same sum will be placed by the Government in the hands of trustees appointed for the institution as will have been received by the Government under conditions (I) and (III) above".

2. In view of the fact that when the provision of Nursing Sisters for private nursing has been taken over by the Government, there will be no subscribers to contribute towards the cost of the sisters, I am unable to concur in the suggestion of the Medical Officers, which was also expressed in your letter under reply, that the fees to be charged in future should be the same as those hitherto paid by employers of the Nurses who, in addition to the fees paid, also an annual subscription.

3. On hearing from you that the conditions contained in my letter of the 20th July, with the additional one now proposed, have been accepted by the guarantors and founders of the Hongkong Nursing Institution, I will at once communicate with the Secretary of State in the matter.
